Your document should be more simple and following this guidelines.
The TOR need to be formulated in your Wiki and should be ready for all to see no later than September 24 at 11PM (All groups should have a draft ready by Wednesday Sep 27 class session)

Deadlines for Products:
A Draft Consultancy Report is due at the end of Week 10
Presentation and Discussion of the Report will be on the assigned week for the specific country (Insert here the specific date)
The Minutes of the Group Discussion are due after the county’s group discussion on the last day after the discussion by 11 PM (insert here the specific date)
The Final Consultancy Report due on the following Thursday after the week assigned for that country's group discussion (Insert here the specific date)
Goal:

Consultation Meetings The Consultant and the executive team of each country will hold at least one weekly meeting using the discussions or chat tool of the course to discuss questions and exchange findings concerning the Project.
Background Information (Describe briefly the key elements needed to frame the scope of work)
Scope of Work: (Specify in brief and concise terms the work to be performed. This is the most important part of the TOR, please be clear and as specific as you can)
